When you upload a file into dropbox, it creates a file within google drive.

New file in your folder

This Trigger fires every time any file is saved in the folder you specify. NOTE: will process up to 15 files per polling period.

Then

Google Docs icon
Create a document

This action will create a new Google document at the path you specify.
