This allows to retweet a user using the "@", which is not working via normal IFTTT retweet.

New tweet by a specific user

This Trigger fires every time the Twitter user you specify tweets.

Then

Buffer icon
Add to Buffer

This Action will add a post to Buffer. If your Buffer is full then the post will be skipped.
