Send Telegram text WITHOUT Wifi/cell network

Send a Telegram text to ONLY ONE CONTACT by texting your IFTTT number and including #telegram in the text, to send that text (w/out the hashtag) to a Telegram chat you'll need to choose when you turn on the applet.
