When the temp drops below -14, I want my block heater outlet to become active. Would still like to set a few more conditions, mainly that it only turns on at 5am and will shut off again at 10am.

This Trigger monitors your local temperature and fires whenever the temperature drops below the value you provide.

This Action will turn a WeMo Light Switch on. If the WeMo Switch is already on, it will remain on.
